Is it legal to give away an alcoholic beverage in a business that does not carry a liquor liscence to a person of age in the state of Wisconsin?
No sir.
Chapter 125 of the Wisconsin statutes regulates distribution, sales and production of alcohol beverages by businesses. It requires the service of alcohol beverages to be made by licensed establishments only.
Your local ordinances may have more requirements I am not familiar with.
