Is it legal to call someone at work to try to collect money they owe you?

Not if you tell them not to.
If you've told them not to and they continue to do so, you need to report them under the FDCPA to the Federal Trade Commission. If you can evidence it, you can sue the collector for a grand for each violation.

The Fair Debt Collection Practices Act
    start there.

You should also send them a cease and decist letter if they're employing those kind of practices already. They're not going to get any better.
