Is it legal to panhandle in Beckley west virginia?

Someone please help me with this. I am stranded in West Virginia, specificaly in Beckley, and the police are telling me that I cannot hold a sign that explains my circumstance, and collect money from people who wish to help. I am not talking to or approaching anyone, I am simply holding a sign on a public sidewalk. If it is truly illegal here, and I don't see how given the first ammendment, then can someone please let me know of a town that is close, and of any significant size where I can do this free from hassel from the police. I desperatly need to raise $300.00 for two bus tickets home. please help!!!

We have people doing it all the time hear in Martinsburg, Berkeley Co. WV--signs and the whole bit, no ones stopped them yet. And, they do it every day at the same location. Are they really homeless or that desolated? NOOOOOO! Find another location, but be careful doing it.

Ok I have been doing some research in cabell county and what i found out is pretty cool, Now as far as i can find out there is no state law or county law in the county, but within the city limits they do have a city ordanance, So, make sure you are not in the city limits or you may end up in the pokey. lol
