is it illegal for someone to video tape another person(s) without their consent at work with a personal camera
It is legal to video a person unless the person has a reasonable expectation of privacy - such as in a restroom. I don't have enough facts to give you much more specifics given your situation is in the workplace. I would not think a person has a legitimate expectation of privacy while working at a desk so the video will probably be legal. What use that video is put to may present a problem, though.
