Is it legal to do this in Garland, Texas? If not, what should I do if I see this?
I've seen on shows like Animal Cops that in some places it is illegal to chain a dog to a tree for more than a certain amount of hours or something. Do we have animal cops here? Do I call the regular cops? Thanks.
I am not trying to be a pain in someone's rear, but I do consider this a form of abuse/neglect unless it's only for a very short period of time.
Check with the local authorities. Last legislation session, SB634 and HB2001 were introduced to define unlawful restraint of animals, but neither law passed. If the animals are restrained with short lines and are not provided with shade or water, animal control should be called. Most cities have laws regarding restraint of animals, and animal control is the enforcement authority.
