If you are already employed at Arby's and the manager was hearing rumors is it legal for them to do a random drug test? What are my rights as an employee?

Whether they can drug test you depens on a whole lot of factors. There just is not enough info in your post. I'd suggest you contact your local office of the US Wage and Hour Division (Dept. of Labor). You can get free help there.

For a start, your boss would need to work on fact rather than just rumour, though I am sure he is aware of this.

What you really need to do is check out the facts for yourself, ask the personnel department.
