father's rights to his child

If I am living in ohio,and my sons mother meets me in another state to pick-up our son,and tells me that if i think that i can raise him better,then do it,But after a month or two she starts to miss our son.Does she have the right to come to ohio and file reports with the city prosecutor on interference of custody and they made me turn my son over to her.What rights do I have.Because my son is not in a stable home,is not getting the better education that can be provided for him,and everytim I see him she has him looking as if they are living in poverty.I have called childrens services in Jackson,ms and they told me that they could do nothing.What can i do?

Wait, are you saying that the child is in your custody and you can't really give him the standard necessities?
