The law they're referring to is not a law. It's null and can not be applied... The sad part is, that poor woman, unknowing and ignorant will actually pay the ticket.

I do believe that the code section that they were referring to is a valid law, however, in this case, the law was misapplied. One could argue that securing the vehicle includes removing keys, using a steering wheel lock, etc. All this woman did was leave her windows down. Had she left the keys in the ignition, her credit card for BP on the seat and a note stating when she would return, then, she may have violated the law.
Again, what an absurd situation this is.
She's so "inviting" thieves to steal.
