when my dad doesn't even try to spend time with me?

I am a teenager, and my dad and I used to be really close, until my step mom came into the picture 5 years ago. Ever since she moved in to our house, my dad hasn't even tried to talk to me. I always have to say something first, or try to make an effort to spend time with him. I understand that he wants to do things as a family, but I want to do stuff with just him too, and he's not allowing that. It seems like my step mom always comes first.

Is it child neglect?
