Selling Cigarettes/Rolling Cigarettes

I know in Pennsylvania it is illegal to sell unpackaged Cigarettes however would it be legal to pay someone to roll cigarettes for me if I purchased the tobacco and Rolling tubes?

Person (A) provides their own cigarette materials (tobacco and paper/tubes).
Person (B) provides the service of rolling the cigarettes for a fee and returning them to person (A).
