original owner of our roads gave a developer who built 100 homes access to main roads and didn't specify they had to pay. Original owners each pay $100 a year for road maintenance. Roads are in terrible shape due to the fact that 100 more households use the road. Original owner of the roads is now deceased. They refuse to help us pay for the upkeep of the roads. Isn't there a Pennsylvania law that says all who use the road must help pay for a reasonable repairs done to the road?
