I've heard of restocking fees for appliances and such when the original packaging is damaged, or if an item is used. Is it legal for a PA on-line seller to charge a restocking fee on a brand new article of clothing, never worn with all the tags attached? This seems to me just another way to make the consumer miserable (in addition to the outrageous, unrealistic, and non-refundable shipping charges).
