The only laws I can find pertaining to this are at the penndot site and it says it is not legal yet almost every weekend our busy intersection has either ambulance, volunteer fire departments, people with cans that say help the children or local business handing out leaflets or holding signs, begging at the intersection and messing up the traffic worse than it already is.....is it legal at all? Do they have to have permits?
