Can I use excerpts of "Statements for the Record" posted on the House Ways and Means Committee website?

I'd like to use excerpts sent by people to use in writing a letter to Congressman, the President, and big media.

May I do this without the permission of the letter writers, since the letters are open for viewing by anyone?

Also, may I use their names even if they do not have to give permission to use parts of their letters?
