the GPPD pulled me over last night and found an old baggy and decided to not charge me with it. can he charge me later for it?

They are probably going to use it themselves, or maybe sell it on their own. Is there any kind of warning you signed, or anything showing they found it in your vehicle, or on your person?

Some police doing that even if the motorist didn't do any mistakes in term of his driving. They should do properly their job.
