Scholarship Payroll Plan (SPP) is an innovative idea that I have copyrighted and sent via certified mail to incumbents of the City of Memphis and Shelby County Tennessee.

SPP has been tailor made to solve four major community problems:
  1. Supplant Tennessee Lottery
  2. Combat gang member recruitment
  3. Compete against hip hop culture
  4. Remedy Child Abuse or Neglect


SPP has offered a financial solution to stimulate our local economy without wasting taxes:
  1. 100% private sponsorship
  2. Primary sponsors
  3. Secondary sponsors
  4. Tertiary sponsors
  5. Board of Education Annual Banquet


I have prayed that after President Obama has signed the Edward M. Kennedy Serve America Act that local incumbents of City of Memphis and Shelby County Tennessee would support my cause of action to implement my SPP as a tax-free stimulus package.

To add insult to injury I have even sent my SPP Checklist to survey which part of my SPP they may favor or oppose.

Memphis City School Board Member Rev. Kenneth Whalum, Jr. has returned my package with a note accusing me of spamming! Maybe he shares the opinion of each incumbent, because none has replied to my letters.

Currently, the City of Memphis and Shelby County have been in contempt of Edward M. Kennedy Serve America Act. What can I do to enforce our new legislation?
