I was recently was in a raid were there was narcotic paraphinelia was found . they had us cuffed while the search was conducted, and most everything was documented. then they let us go???(even thoogh it was found in our room). they said "your lucky you ain't going to jail" several days later they stop us in traffic and tell us " if you don't workwith us were hauling you to jail" can they?

If legal means is it lawful? Then I would say no!
If legal means can they do it? Then I say yes!

Police can do whatever they want to do. To question whether they have acted in confines of the law, one would have to file a complaint with Internal Affairs (IO).

IO has legal authority to prosecute police misconduct in your behalf.
