    Default NY can deposits

    My understanding is that it's fraudulent/illegal to return a can that was purchased in Pennsylvania (where no deposit was paid) to NY to collect the 5 cent deposit. Am I correct? At the very least it's wrong but what are the legal ramifications?
    Having lived in NY I'm familiar with the system but I can't seem to find anything in my web search to back me up.
