selling cigarettes

if i buy a pack of cigs at a retail store
can i resell them one cig at a time for a profit?

All tobacco sales are regulated by the Bureau of Alcohol, Tobacco and Firearms. I would think that selling individual cigarettes would be no different than buying a case of beer and selling the bottles individually. You must be licensed as there are age and other restrictions involved. Unlicensed beer & alcohol sales in NY are a crimminal offense. I wouldn't be surprised if the same did not apply to cigarettes or any tobacco product.

with the price of a pack of 20 @ around 8 bucks
there is good money to be made selling loose cigs

It is illegal as you are not paying taxes on your sales.
