I remember having the same problem back in the day when I was 16, lol!

As far as I'm aware, selling a lighter (like a Bic, or similar), or selling/giving matches to a minor, under the age of 18 is illegal. I used to work at a Byrne Dairy, and we were required to ID people before selling them lighters, even if they didn't purchase tobacco products also.

I'm not sure if the 18+ rule applies to purchasing grill lighters, wooden matches, butane cans to fill Zippo-type lighters, gas torches, and the like. I know some items, at Walmart, when rung up at the register, tell the cashier to verify your age before they can sell the item to you, for example, diet pills.
