Video recording strangers in their vehicles.

Is it legal to video record motorists without their consent who are violating the law as they are inside their vehicles and zoom in on the driver and passengers and license plate to turn into law enforcement. Example if I detect people in their vehicles smoking crack with their crack pipes or having sex in the rear seat with a minor etc. I am aware it is illegal to post it online without their consent, however what about to turn into law enforcement of the District Attorney? It is legal to video a person who is in the public so long as you do not harrass or interfere or trespass.

You did not ask me if it was wierd for a person, who is not a policeman, to do this.
