Question buisness parking on a side street?

Can a buisness or two use the residential side street for thier employee and customer parking in Erie County? It has caused a lot of problems and damage.

I wouldn't see why not. If it is open parking to anyone, then the business employees can park there.
I know in Chautauqua County there are alot of people who work downtown and park on the residental streets to avoid the parking fees.
