I hear it is not legal to keep a persons belongings if they owe you money. What if I just put his belongings outside and they were picked up by the trash men. It really is not my resposibilty is it. This is twice I have been taken by this person and it is not right. I am not a mean person, this is out of principle.
If you put the property outside and it is picked up by anyone, you are responsible to pay that person for the property. They can take you to court for the amount of their property that you left outside.
I am not certain if you can keep their property for money owed to you.
