Noise from the garbage truck on the street in the mid-night

There are very loud garbage trucks outside my windows on the street every Monday in the mid-night. I have put notes on the doors of the garbage rooms to tell the truck drivers to stop collecting garbages during the mid-night. But there was no change so far. I want to sue the drivers and the company they work for, but I get no idea how to start. Since I live in an apartment building in the Queens of New York city, I believe that many people in the building are disturbed by the noise. These are my questions:
1) Which law should I refer to in this case?
2) I made a few photos of the truck, and I may know the company's name from the telephone number on the truck. I recorded a video when the driver and his partner were collecting garbage, but the quality was not high enough to see their faces.
3) I have found that there are two surveillance cameras near the garbage room, which may record the garbage collectors' work in the mid-night. It is possible to get the videos from the camera owners as the extra evidence.
4) Besides stopping them to go on collecting garbages in the mid-night, may I file to ask them to compensate what they have caused to my health?

You can to sue but you won't win. One night a week at 12:00am does not create a law suit. If they didn't pick up the garbage, what you'll sue for the smell and mounting trash? Monday night...use some ear plugs
