Is it legal for a cop to pull you over and give you a ticket because he thinks you went thru a light and u went thru it being yellow. Later when u go to plead not guilty the officer hasn't submitted his so the ticket is dismissed. Later about 2 weeks the officer resends IN THE MAIL a court summons that has an addition 2 tickets one for careless driving and the other for speeding. He never mentioned the fact I was speeding in fact he said he couldn't get my speed but yet has a ticket with a speed? Also didn't mention I was carelessly driving originally. One other important fact is 2 out of the 4 totally tickets have separate but completely incorrect information such as wrong date of birth and time. On a separate note what can I file against the officer to make him pay for all this complete waste of time? Any and all info is appreciated.

You need to go to court and show them the tickets. They will probably be thrown out and the judge may admonish the officer. Beyond that there's no much you can do unless you file a grievance against him.

Minor traffic infractions are "NO FAULT" based. What does this mean you ask? The presumption is if you are ticketed, you are deemed at guilty unless there are substantial mitigating factors such as a defective ticket writing - GO GETTUM TIGER! LOL.
