making copies

A fellow employee("bobby") asked me to write a note to our boss explaining why bobby's numbers were lower then they should have been because we were have computer issues. I did, and also gave bobby a copy of the note at her request. When my boss received the note she was upset with me saying that it was against the law to give a copy of a note to another employee. (no matter if the note was about them or not). Is this true?
