I'm not very familiar with Missouri Law, so forgive my vagueness . . .
The best cause of action you would have against your neighbor is for destruction of your property. This would be a civil suit between you and your neighbor, and would probably best be brought in small claims court (I'm not sure what the jurisdictional limits are in the State of Missouri, but I'm guessing that the market value of your dog was under $2,000). If you're going to try to sue your neighbor, you'll probably want a little more evidence than your neighbor's daughter's testimony. Plus, if there are leash laws in your municipality and your neighbor shot your dog on his property, you may not have any recourse at all.
I'm sorry to hear about your pet. As a dog owner myself, it breaks my heart to think that someone is even capable of doing something like this. Unfortunately, the law in most states treats dogs as nothing more than property (with a specific monetary value), so this is probably your best bet.
