Flying a sign in MS.

I would like to know for a given fact what laws are in effect about flying a sign in MS. And what is allowed to be written on the sign that makes it legal or illegal.

For instance, if I had a sign that says "Hungry" Is it pan handleing? Why? What Law says so? (section and subsection)

For instance, If I had a sign that says "Need Work" Is it pan handleing? Why? What Law says so? (section and subsection)

It is my understanding that only when you walk up to a person and specifically ask for money is it pan handleing.

Please help me in finding the law in this situation?

I am in Jackson, MS and it may be legal in the state but what about city law? If I am allowed are there conditions, etc.? Besides flying a sign in most states is not considered "panhandling
"panhandeling" but soliciting...can you help me figure out our legal rights and the law?
