Cigarette making as a service

If an individual purchases a bag of tobacco and cigarette tubes, brings them to me, I provide the service of making cigarettes at say $1.00 per pack, is it legal?

I don't see why not as long as it is tobacco because if it isn't and you're caught with it claiming it's for a friend isn't going to fly and there might be additional charges besides possession.

Absolutely only tobacco, I was just worried about the laws on tobacco, I'd rather not piss off the ATF.
