Ask Us: Is it legal to use exit-only ramps to avoid traffic?

On a daily basis, I have observed drivers taking the "Clinton Avenue, Downtown Exit Only" ramp from the northbound Parkway at 55 mph, only to continue back onto the Parkway in an effort to more easily access the three right-turn exits - University Drive, westbound I-565 and eastbound I-565.
