			<content:encoded><![CDATA[<div>Sounds idiotic to bunch laws in a basket and proclaim them as a stupid way to govern a civilized society. Consider that the only way to enforce any type of law is to threaten some type of penalty: <br />
<ol class="decimal"><li>Court fine</li>
<li>Jail Sentence</li>
<li>Community Service</li>
</ol><br />
The neurological side effect is that penalties tend to stimulate our<a href="http://webspace.ship.edu/cgboer/limbicsystem.html" target="_blank"> limbic system</a> which engage our fight or flight defense responses. In short, we may react hostile or violent. <br />
<br />
Repercussion to enforcing laws is that it imposes a lawful duty of the government to inflict harm upon the guilty party for breaking the law. The latter makes absolutely no sense whatsoever. The government should be an unbiased entity to serve all persons.<br />
<br />
What is the proper way to govern a civilized society? The answer is to establish a system to reinforce good behaviors. <a href="http://nobelprize.org/nobel_prizes/medicine/laureates/1904/pavlov-bio.html" target="_blank">Ivan Pavlov</a> in the 1890's has discovered the effects of  Pavlovian reinforcement (i.e. classical or respondent conditioning). <br />
<br />
Pavlov has discovered that the brain of humans or animals has pleasure centers that when stimulated induce condition reflexes associated with the stimulation.<br />
<br />
Casinos and/or lotteries are examples of Pavlovian reinforcement in practice. Winners have been classically conditioned to pull the lever of slot machines in expectation to win a jackpot prize. He or she may not win the jackpot, but some lesser amount. No matter the amount it has reinforced his or her expectation for future rewards.<br />
<br />
Aldi's stores are other examples of Pavlovian reinforcement in practice. Grocery shoppers have been classically conditioned to rent his or her shopping cart for a quarter and receive a quarter refund for returning the shopping cart to its rack.<br />
<br />
Super markets have continued the traditional method to pay lot attendants to gather shopping carts from the parking lot to return back to the store.  Not only is the latter stupid but it has wasted unnecessary labor expenses for companies to burden.<br />
<br />
When lawmakers have passed laws that hired police to arrest offenders to take him or her off the street to go to jail, then it is as stupid and wasteful spending as hiring lot attendants to gather shopping carts from the parking lot to return to the store.<br />
<br />
Pavlovian reinforcement has proven itself as a scientific technique that has worked! <br />
