<div>This might not be the right place to post this but I have a question regarding legal advive on water issues in my basement. I bought a house four years ago, an older home in st.paul. During the process of.buying we recieved a piece of paper saying there had been no water issues in the basement. Since we moved in we have had issues with flooding in the basement during heavy rains. The way the basement floods I find it hard to believe that there were never any previous water issues. I feel like I was lied to. Wondering if this is something I could pursue legal action with previous owners, realitor or inspecter? I dont know how I would prove anyone had previous knowledge of water issues, but I believe someone had to know. Any advice would be appreciated.</div>

<div>Minnesota law prohibits businesses from retaining certain credit card information (such as the PIN) after &quot;authorization of the transaction.&quot; I've been unable to find an explanation of this phrase. My business requires that I get an authorization <i>from the customer</i> for a transaction to be put through at a later date. Until and unless that occurs, there's no authorization of the transaction <i>from the credit card company.</i><br />

Whose authorization is the law referring to, the customer's, or the credit card company? If it means the credit card company, then there's nothing to prevent me from holding the customer's form with their information on it for as long as I need to to carry out the transaction. But if it means the customer's authorization, the law would require me to carry out all transactions immediately, which would not work for my business.<br />
<br />
I think I'm in the clear, because there are any number of businesses where I am a customer, where I can pre-authorize a payment on their website for a later date. But I'd like to find an authoritative source and be sure I'm on solid ground.<br />
