We own a beach house with my sister and her family. She keeps offering and letting people stay there without our consent or knowledge. Is this legal?

So true. If she's part of the ownership of the beach then she's free to invite anyone she wants. But if she needs to ask permission from you then talk to her. But to answer your question yes it is legal.
