    Question Are cyber weapons legal in the USA / Delaware?

    Hello,

    I am from Germany and our criminal code does not allow a coder/programmer to sell cyber weapons like trojans, viruses, phishing tools or tools that allow DDoS attacks. Even making them accessible is punished.

    I have been working a long time on cyber weapons and got lots of amazing ideas! I'd like to turn them into money.

    What does the US Law say? Is it legal to establish a company in the USA which will be selling trojans and other hacker tools to "normal" users, also offering private solutions to governments or big companies?

    I hope you can help me out a little!

    I believe it's a criminal act:

    Virus/Contaminant/Destructive Transmission Statutes
    These statutes specifically reference any set of computer instructions (commonly known as "viruses" or "contaminants") that are designed to modify, damage, destroy, record, or transmit information within a computer system or network without the permission of the owner.

    Generally, they are designed to infect other computer programs or computer data, consume resources, modify, destroy, record or transmit data, and disrupt normal operation of a computer system.

    Delaware isn't on the list.

    Anything that harms the activity of normal people is crime, isn't it? Why do a person need to buy things like trojan, viruses etc.? Aren't these malwares?

    No, it isn't. What about physical weapons? Guns, melee weapons, etc.
    If producing and selling them is not a crime, why should producing and selling cyber weapons be one? I'm not saying that using them should be legal. My question refers to production for commercial purposes.
