is it illegal to drive 20 km/hr under the speed limit ex.- if the speed limit was 110 km/hr and a someone was going 90 /km hr can you be charged with drving to slow

Normally there is a minimum speed limit to which all drivers need to stick. However going 90 in a 110 zone is normally never grounds for a fine.
okay well what about if you are driving slower than everyone else you are suppose to be in the right lane if there are two or more lanes......... left lanes are for passsing only and is it illegal to pass someone on the right
I don't think I've ever heard of anyone being charged with driving too slow, but I have heard a retired police officer talking about drivers who are going too slow, and it's viewed as dangerous driving in some cases, depending on the difference in speed of the other traffic.
I'm sure you could be pulled over for it, but I don't know if that could constitute a careless driving charge or not.
I agree, it probably is different in different areas.
For most places, you can be fined for going too slow, just as you can be fined for going too fast. There are no "grace periods" so-to-speak. If the speed limit is 110 km/hr and you are going 111 km/hr or 109 km/hr, you can be fined. That is highly irregular, however. Usually, the police won't bother with little things like that. But they could fine you for disrupting the flow of traffic. In Canada, if the speed limit is 110 km/hr, that usually means you are on a freeway (hiway in layman's terms), and if you are going slower than everyone else, you could be fined for disrupting the flow of traffic. It sucks, but legally, yes, you can be fined for it in most places.
