Is it legal to date a 23 year old male when you're a 16 year old female?

Heey,
I have a friend (and no I am not talking about myself I actually do have a friend that wants to know this)
anyways, she really likes this guy who is 23 and she is 16, and she wants to know if that is legal. I would answer her but I have nooo idea so that's why i thought i'd ask. We live in Ontario.

What about in Arkansas, when me and my husband divorced, i found out he was dating a 16 year old girl and he was 34. I know this was also more than just dating because she attends the school i work at and my children attend (and his 3 years older than my son). Yes, it is legal. It is only illegal, if there is ***, not just dating, and the 23 year old is in a position of authority over the 16 year old, such as a teacher. Otherwise, the age of consent for ***ual activity is 16 years of age.
