Breach of Confidenciality

Is it legal for a Police officer to tell a friend of his about other persons crimal record? What can happen in an incident such as this when the friend of the police officer is not in law enforcement and confronts me and tells me she has links and knows i have a criminal record and the year and what the charges where against me? I remember I had to pay a fee at the police station to recieve my record check for work purposes so how does this work? I feel I am entitled to a pardon in Canada and the USA so i can work and travel a fraud charge from an over payment from welfare how embarrassing and no this person who recieved this record is not an employer of mine either. I feel i have been violated of my confidenciality and human rights in Ontario....

Help with this would really make a difference after all the probation officer told me she would have a pardon granted for me and never did .
