Hello, by the way I am new to these forums. I saw a video on Youtube that was a little unsettling and I am curious about the legalities of it here in Canada. I am not really sure what country the video was recorded in but I am pretty confident it was the United States. In the video some guy, from looking at his Youtube channel he claimed he was twenty two years old posted a video of himself or somebody else filming some little boy in a store playing a Nintendo Wii system. The person filming was actually outside the store and was looking through the window with his camera. In the description of the video he said: "Why the wii is full of fail and aids." Now I do not know if this was someone he actually knew, which I doubt it and was just playing a stupid prank on him or if he was harassing the boy. Now the real question is it illegal to single somebody out like that in a video and post it on the internet. Because to me that seems like obvious harassment. I did report the video to Youtube on terms of bullying.
Good question. It is legal to film someone and post it on the internet. The person being filmed must be in a public place. Whether the person doing the filming harrasses the person being filmed is another question and depends on the facts. Whether the poster violates some other law by posting the video and making money for it (or getting a thing of value) is yet another question.
