Default determining the legality of a rental property

hello folks i am posting today to try to get help in determining (and how to go about) if the "house" i've rented was a legit rental property.

first and formost i should say that i am not out to just get my money back. i do realize that i paid for something and i might not be getting that back no matter how i go about it. so for now lets just say i want to make sure that this landlord at least tries to do a little better job next time.

i will try to stay away from any outside party info for this matter and focus only on my questions

    so on to my questions

    1. Is it legal for him to run the utilities for this property from another?
    2. Is it legal for him to rent a property with a tiny space heater only for heat?
    3. How can i go about determining if this place is actually a place to rent?
    4. How can i go about this in a way that could help other people stay away from this situation with this person?

If you are not the owner of the property, I don't see how you can claim anything on it. If you are working from your home, you may be able to claim your costs on your taxes, however. You can claim a portion of your utilities and rent. Check with your tax advisor as to how much you can claim.
