More or less the answer is yes.
Even where there is no leash law you still have the responsibility of keeping control of your pets with the exception of maybe cats.

Example:
If your dog comes onto my property and I feel my pets or livestock or myself or family are threatened I can kill it. Or I can contact the city or county animal control and you may be warned but the next time it comes onto my property your pet will be captured and euthanized. (seen it happen more then once)

Check with your own city or county animal control for the specific statute that applies to your neighborhood but realistically the terms “threatened” and “reasonable”, no matter the statute or authority, are judgment calls.
