Hi everyone...
I have a question. I am really confused with my leash law in Meigs County OHIO, Pomeroy to be exact.

I live on a dead end road that is more wooded than city. I actually own most of the property on the street.

Today I received 2 tickets for $100 a piece for my 2 dogs a Scnauzer and a beagle/basset hound for not being on a leash. My dogs were in my yard playing with my children???? When I read the code it is a bit confusing, one thing contradicts another. I have had trouble with a lady quite a ways from my house because my schnauzer has walked my little boy to the bus stop. I have been watching them closely now and the beagle is almost always tied up and the schauzer is either in the house or behind the house on the car port.

The dog control told my husband that he did not see them in the neighborhood anywhere but in order to be in the yard they had to be on a leash or fenced in. When I read the code it states that if they are not hunting they need to be fenced, leashed, controled or supervised. They were actually laying in the sun with the kids and I was in the kitchen window watching them. So legally they were supervised.

This is private property not public property and I find this reall ridiculous. I called the commissioner and he stated that they needed to be on the leash, when I asked for a copy of the code he was hesitant and told me to get it from the dog catcher. Of course I looked it up on line.

On my tickets it says we failed to control the dogs nothing about a leash. Mind you these dogs are harmless. My schnauzer cannot even eat hard food. Both under 25 pounds. The commissioner says the dog catcher should have put leash on the ticket. There are no such fines on the ticket that even state leash. The commissioner also said we did have the dogs under control but still sided with the animal guy.

This is a very small town and I have never had any trouble like this. There are cats and dogs running all over my neighborhood. They were not out of my yard, in fact they were a good 150 feet away from any road. He could not even see the dogs unless he pulled up into my driveway and around to the side of my house.

I do know that the lady that has called him does have a husband who has been friends with the dog catcher.

DOES THIS SOUND STUPID OR WHAT????
HOW MANY TIMES HAVE YOU BEEN OUTSIDE IN YOUR OWN YARD WITH YOUR DOG TROWING BALL OR JUST RELAXING...$200 FINE FOR THIS...CAN YOU BELEIVE THIS?

I am going to go to court on this one because it is not right. My property is my property. Can someone help me say the right things so I don't sound like a kid in court?
