Apparently rubbernecking is an offense you can be ticketed for in some places, Michigan being one of them. I wonder how they prove this or what officer is going to leave the scene to chase down a motorists who was looking as they passed by. Now if a person is looking at they get into an accident themselves, well I can see adding on another charge.
