I'm sure this must be illegal, but wondering what the penalties are if a minor is caught?

But if throwing snowballs at moving vehicles can cause accidents and leave the victims on a fatal state...then this is a criminal offense.

REALLY???!!! The penalties would be whatever is legal under the statute he/ she was charged. If the minor smacked the car with a snowball and it skidded into a family of 6, killing all of them, then 6 counts of involuntary manslaughter would be on par. There isn't a particular code section that states "thou shalt not throw snowballs at moving cars". It's a common sense kinda thing.
