is it legal to live in a property that is empty and has been for 15 years

It depends upon the country and the local laws which govern them. I saw in some Asian countries which gives ownership to the residents who reside in the land for long time.

Yeah, it does depend on where you're looking at. Here's an article that might help:

It states that "in order to terminate the rights of the deeded owner, the trespasser must occupy the deeded land without permission. In Ontario, the occupation must be actual, open, notorious, exclusive and continuous for a period of 10 years. There must also be an intention to exclude the true owner. If these tests are met, the occupier will usually have a successful defence to a claim for eviction."

I know that in the UK and Spain squatters do have rights, which I think is disgusting, especially in the current economic climate. We are seeing homes being forclosed on, yet people are living in houses rent free. Why is that okay?

Because everyone needs a roof over their head to fulfil their basic needs ... still though, it's not fair for the rest of us who pay rent and bills.

It would only be legal if the owner of the land allowed you to so or indirectly implied that he is allowing it by not doing anything upon knowing that you are living there. As long as no complaints are filed then you may do so.
