Is it legal for the officer who gives a speeding ticket to be different then the officer who "clocked" the speed. An officer was on a bridge clocking drivers at night and radioing other officers who could not even see the drivers. The officer who gave the ticket clearly stated when giving the ticket that he was not the officer who clocked us. (we were traveling a major interstate between towns.)

Yes it is legal and done in every state. They are called speed traps and are highly efficient way to target multiple speeders in one sweep.
