I believe from my father's time at owning a bar, that the alcohol sold at bars must have special codes on them that show they were taxed appropriatly. Though some establishments will refill the bottles with the code. Apparently the fines and penalties are huge if you get caught.

I do know a few bar owners in the US who run to the store when they run out of a particular type of booze. If it is legal I don't know.

Yea, it's legal as long as the ATF doesn't come inspecting while your doing it.

I don't know why it would be illegal, but why would a person want to get their alcohol from another store instead of a supplier. It costs much more to do it that way.

A lot of times the alcohol from the suppliers is more money than at the local liquor store. The taxes are higher for alcohol that will be consumed in bars.
