Is it legal for pharmacies to refuse to fill a prescription based solely on the fact that the pharmacy does not get reimbursed totally by insurance and they lose money on the prescription?

I would say that it is legal. A pharmacy is a business like any other and if they would loose on a transaction then why not let them be allowed to refuse it?
