I pay a fee to download music. It's a site where people can upload music for others to download.

I use it a lot. It's not like I am stealing music as I pay a fee to use the site.

Is this legal? If not- why is it online?

There are many sites online where you can download music but many are not legal. Many use P2P technology or hosts such as Rapidshare which is why they can not be taken offline very easily by authorities.
