do the courts and drug court officials have the legal grounds to physically force domestic partners apart while both are participating in the same program in a small town setting? both have lived together in same home until placed in program, said order now places 1 partner as homeless and unemployed.

Drug Court does have legal grounds to do so. When one agrees to enter into Drug Court (as opposed to going to jail or prison), they agree to comply with all of Drug Court's "recommendations" (in other words -> mandates). If Drug Court deems that it is not in the best interest or service to the "recovery" of either of the identified Clients to be in association with one another, the team can come together with the Judge and force the mandate. In NJ, there is not supposed to be intimate or romantic involvement between Drug Court members in the first place. Not sure exactly how this is enforced.
