Default Utilitiy Shutoffs
Is it legal for the power companies to shut off your electricity in the winter when you're sick?

I really can't find the connection between shutting off your electricity and you being sick. I think cutting off electricity is reasonable when (1) you haven't paid your electricity bills, (2) there is a need to shut it down because of natural disturbances that if switched on, it might pose danger to the society.
